The standard covers hot-rolled flat steel for machine, unalloyed and alloy steels.

The scope excludes:

- hot-rolled flat steel for other purposes which are covered by other standards, such as those for general structure (TIS 1479)
- hot-rolled flat steel for subsequent cold re-rolling excluding skin pass or temper rolling, or roll forming
