NEA will introduce limits for methanol, methylcyclopentadienyl manganese tricarbonyl (MMT), phosphorus and fatty acid methyl ester (FAME) additives in petrol and diesel. From 1 July 2019, all petrol and diesel retailed at petrol stations and other authorised outlets will have to comply with the new limits.

Regulation 11B(1) of the Environmental Protection and Management (Vehicular Emissions) Regulations state that a person must not, inter alia, import any diesel or petrol, with the intention for it to be used in any motor vehicle being driven in Singapore, unless the diesel or petrol confirms to the standards specified in the Eight Schedule.

The standards specified in the Eight Schedule currently limit:

·         For diesel

sulphur content, cetane number, polyaromatics content, density at 15 degrees Celsius, and temperature at which 95% is evaporated

·         For petrol

sulphur content, lead tetra-ethyl and similar lead-containing compounds content, olefins content, benzene content, oxygenates (manifested in the form of ethers with 5 or more carbon atoms) content, oxygen content, Reid vapour pressure at 37.8 degrees Celsius, fraction evaporated at 100 degrees Celsius, and fraction evaporated at 150 degrees Celsius

NEA intends to amend the Eight Schedule to limit the content of:

·         For diesel

Fatty Acid Methyl Ester (FAME) and manganese in methylcyclopentadienyl manganese tricarbonyl (MMT)

The new limits are based on EN228:2012 and EN590:2013, which are European standards for petrol and diesel.
