Amendments to Regulations of 1 December 2000 No. 1333 relating to plants and measures against pests, including:

·        New definition of certain terms (§ 3 Definitions);

·        Amendments to the current lists of regulated pests: divisions of the lists in the current Annex 1 and Annex 2 into the categories Quarantine pests and Regulated non-quarantine pests. Deregulation of certain pests. Establishment of new Annex 1 Quarantine Pests and Annex 2 Regulated Non-Quarantine Pests. Repeal of current Annex 6 Pests for which there can be laid down provisions for control in specific restricted areas;

·        Repeal of current Annex 4. Establishment of a new Annex 4B Specific requirements for domestic production and marketing of certain plants, plant products and other objects, in order to prevent the spread of quarantine pests;

·        Establishment of a new Annex 4C Specific requirements for certain plants for planting, whether imported or produced domestically, in order to prevent the presence of regulated non-quarantine pests;

·        Amendments to Annex 3 Plants, plant products and other objects which are prohibited to import if they originate in the following areas;

·        Re-organization and amendments to current Annex 4A Specific requirements for the import of certain plants, plant products and other objects. Repeal of Regulations 17 March 2003 No. 341 on measures against Phytophthora ramorum (Werres et al., 2001) and Regulations 14 May 1996 No. 498: Forskrift om tiltak mot mørk ringråte i potet (Regulations on measures against potato brown rot). Establishment of a new Annex 13 Specific requirements for the import and sale of ware potatoes (tubers of Solanum tuberosum) from Egypt and repeal of the Forskrift 16 November 2007 No. 1259 om import av matpoteter fra Egypt (Regulations on the import of ware potatoes from Egypt);

·        Amendments to § 19 Consignments requiring phytosanitary certification. Addition of provisions concerning electronic phytosanitary certificates;

·        Amendments to and re-organization of Annex 5A Plants, plant products and other regulated articles which must be accompanied by a phytosanitary certificate on import. Repeal of current Annex 9 Plants which are exempt from requirements for phytosanitary certification;

·        Amendments to the requirements concerning the wording of additional declarations on phytosanitary certificates (§ 20 Phytosanitary certificate requirements);

·        Amendments to the provisions concerning prior notification of import (§ 22), reception control (§ 23) and conditions for the sale or use of imported goods (§ 24);

·        Amendments to the provisions concerning obligation to report pests (§ 38).

Amendments to the requirements concerning the statement of cleaning and disinfection in connection with the import of used agricultural machinery, implements and equipment (§ 17 of the Regulations relating to plants and measures against pests and § 8 No 9 of Forskrift om forbud mot innførsel av dyr og smitteførende gjenstander (Regulation prohibiting the importation of animals and infectious objects).
