Regulation (EU) No. 1169/2011 of the European Parliament and of the Council of 25 October 2011 on the provision of food information to consumers was adopted in Israel as part of the 10th Amendment to the Public Health Protection (Food), 5776 – 2015, and appears in Item 5 of Annex 2A. This regulation was applied in Israel from January 1, 2025 on a voluntary basis and will apply to all traders as of January 1, 2028.

The regulation has not been fully applied. The changes, conditions, expansions and exceptions from the adoption of Regulation 1169/2011 appear in columns A, B and C of Item 5 of Schedule 2A, in addition to the exceptions as stated in Section 3A(a1) to (a5) of the Law.

The latest updated combined version that was adopted and published on the Ministry's website is the correct version as of April 1, 2025.

Section 1(4) of Regulation 1169/2011 states that the regulation applies without prejudice to the requirements of specific labeling applicable to certain foods. In Israel, this section is read together with sections 3A(a1)(1) and 3A(a2) of the law, so that the meaning is that where there is specific local food legislation regarding certain foods, it applies. Local food legislation regarding certain foods is expressed, among other things, in official standards, which refer, among other things, to Mandatory Israel standard SI 1145 for food labeling provisions.

In order to allow food labeling in accordance with the provisions of Regulation 1169/2011 together with the specific labeling provisions existing in local food legislation applicable to certain foods (and this is to the extent that European provisions have not been adopted for these certain foods), it is proposed to cancel the reference to SI 1145 from those specific labeling provisions and replace it with a reference to Regulation 1169/2011.
