Commission Regulation (EC) No. 1333/2008 of the European Parliament and of the Council of 16 December 2008 on food additives (hereinafter – Regulation 1333/2008) was adopted in Israel under Amendment No. 10 to the Public Health Protection (Food) Law, 5776–2015 (hereinafter – the Law / the Food Law), and appears in Item 8 of Annex II A to the Law. Regulation 1333/2008 was applied in full, in addition to the exceptions set out in Section 3A(a1) through (a5) of the Law. On 17 August 2025, the Public Health Protection Notice (Food) (Application of Amendments to the Annex to European Union Provisions) (Regulation 1333/2008 – Food Additives), 5785–2025, was published in the Official Gazette (Reshumot), signed by the Director of the National Food Service at the Ministry of Health. The Notice applied four new amendments that had been made in the European Union to Regulation 1333/2008 up to the date of the Notice publication, and referenced three amendments that had previously been published in a notice, signed by the General Director of the Ministry of Health. On 14 September 2025, an amendment to the name of the Notice was published.

It is now proposed to apply in Israel the amendment to the Annex of Regulation 1333/2008 that was made in the European Union, without any modifications, conditions, exclusions or extensions, by incorporating it into the text of Regulation 1333/2008 as currently adopted. The principal amendment concerns a change to the conditions of use of various food additives. The change included in this proposed amendment combine Commission Regulation (EU) 2025/1337 of 10 July 2025, amending Annex III to Regulation (EC) No 1333/2008 of the European Parliament and of the Council, as regards the use of polyvinylpolypyrrolidone (E 1202) as a carrier in colour tablets for the decorative colouring of poultry eggshells, after Item No. 7:

-    Item 8 – in Part 1 (carriers in food additives) of Annex III – addition of an entry concerning polyvinylpolypyrrolidone (E 1202). Explanation: Regulation 2025/1337 authorizes the use of the food additive polyvinylpolypyrrolidone (E 1202) as a carrier in colour tablets intended for the decorative colouring of poultry eggshells (having previously been approved for use as a food additive in certain food categories). Polyvinylpolypyrrolidone assists in the uniform dispersion of active substances in tablets, stabilises the mixture, and enables the production of tablets with a uniform structure and high durability, as well as the creation of smooth colour tablets that do not adhere to utensils, dissolve easily in water, and allow for uniform and complete colouring of eggshells. In light of the fact that substance E 1202 has been assessed as safe for use by EFSA, in particular given that the doses commonly used in practice represent a negligible addition to human dietary exposure, no further scientific opinion was found to be necessary with regard to restrictions on the permitted use.
