This regulation applies to all goods and services subject to the phased implementation of mandatory halal certification under Government Regulation No. 42 of 2024 concerning the Implementation of Halal Product Assurance, including food, beverages, pharmaceuticals, cosmetics, chemical products, biological products, genetically engineered products, consumer goods used, utilized or consumed by the public, and services related to slaughtering, processing, storage, packaging, distribution, sales, and serving.

This draft regulation establishes the procedures for the assessment of the implementation of the Halal Product Assurance System to ensure the continued compliance of halal-certified products with halal requirements after certification has been granted. It sets out the requirements and procedures for periodic assessments, including reporting obligations, document verification, on-site and remote assessments, self-assessments for eligible business operators, risk-based assessment mechanisms, follow-up actions, issuance of the Certificate of Halal Consistency, administrative sanctions, and transitional provisions. The regulation applies exclusively to domestic and foreign business operators holding Halal Certificates issued directly by BPJPH, as part of the implementation of Government Regulation No. 42 of 2024 concerning the Implementation of Halal Product Assurance, and does not apply to Halal Certificates issued by Foreign Halal Institutions (LHLNs) recognized by BPJPH.
