Commission implementing act serves to enable manufacturers to certify their heavy goods trailers with a technically permissible maximum mass exceeding 8 000 kg by means of a simulation tool, which determines the influence of trailers on the CO2 emissions towing truck. The certification and simulation are based on the principles laid down in Regulation (EU) 2017/2400 for motor vehicles and thereby extends the use of VECTO tool to trailers of categories O3 and O4
