It follows from Regulation (EU) 2017/625 on official controls and other official activities performed to ensure the application of requirements of animal health and welfare, plant health, food and feed, that certain consignments of animals, products of animal origin, animal by-products, germinal products, composite products, hay and straw, food and feed of non-animal origin, plants, plant products and other objects should be subject to specific official controls at the border control posts.

This draft Delegated Regulation lays down:

-         the cases and conditions under which onward transportation may be authorised by the border control posts of consignments of food and feed of non-animal origin, plants, plant products and other objects to the place of final destination pending the availability of the results of physical checks;

-         specific time limits and control arrangements at the border control posts on consignments of animals, products of animal origin, animal by-products, germinal products, composite products, hay and straw, plants, plant products and other objects entering the Union by sea or by air transport from a third country, when those consignments are moved from a vessel or aircraft and are transported under customs supervision to another vessel or aircraft in the same port or airport in preparation for onward travel to third country or another European Union country;

-         the cases and conditions under which documentary checks, identity checks and physical checks should be performed at the border control posts of consignments of animals arriving by air or sea and staying on the same means of transport and which are intended for onward travel to third country or another European Union country; 

-       the cases and conditions under which transit of consignments of animals, products of animal origin, animal by-products, germinal products, composite products, hay and straw, plants, plant products and other objects may be authorised by the border control posts and certain official controls to be performed on such consignments, including during the storage in approved warehouses or in free zones.
