Single-use wet wipes made from synthetic polymers, chemically modified natural polymers, or chemically unmodified natural polymers that do not comply with Spanish Standard (UNE) 149002:2022, as well as single-use balloons for domestic use that contain plastic. The measure also covers waste from both products.

The notified draft Royal Decree regulates the extended producer responsibility (EPR) scheme for single-use wet wipes and single-use balloons containing plastic, by implementing the provisions under Article 60 and paragraph 2 of the seventh final provision of Law No. 7/2022, of 8 April, on waste and contaminated soil for a circular economy. (Title V of that Law transposed Directive (EU) 2019/904 of 5 June 2019, on the reduction of the impact of certain plastic products on the environment, into Spanish law.)

To this end, the draft Royal Decree establishes:

- waste prevention and management measures for these products;

- an extended producer responsibility scheme;

- the mechanisms necessary to ensure compliance with disclosure and reporting obligations and the proper monitoring and control of producers' obligations with regard to both placing the products on the market and managing their waste;

- inspections, checks, and penalties.
