This Regulation is for the implementation of the provisions of the Organic Law for the rationalization, re-use and reduction of single-use plastics.

This Regulation establishes the regulatory framework for the application of the Organic Law for the rationalization, re-use and reduction of single-use plastics.

This standard is binding on all entities, agencies and departments in the public, private, central, autonomous and decentralized sectors, natural and legal persons, communes, communities, peoples, nationalities and groups that are permanently or temporarily located in the national territory.

This Regulation is for the implementation of the provisions of the Organic Law for the rationalization, re-use and reduction of single-use plastics.

With regard to the application of this Regulation, the following objectives shall be taken into account:

1.    To progressively reduce at source single-use plastics available on the domestic market.

2.    To provide incentives for reducing the generation of plastic waste and exploiting it through reuse, recycling or processing.

3.    To promote the reduction of pollution from plastic waste, especially in streams, rivers, seas, lakes, lagoons and the national system of protected areas.

4.    To encourage the replacement of single-use plastics with packaging and products incorporating post-consumer recycled, biodegradable and/or compostable material.
