Anexo Técnico Sistemas de Medición, Monitoreo y Control (Technical Annex: Measurement, Monitoring and Control Systems). (65 pages, in Spanish)

The notified Technical Annex sets forth the minimum technical requirements for ensuring a certain level of quality, security, scalability and interoperability for the Measurement, Monitoring and Control Systems (SMMCs) that must be implemented by distributors in accordance with the Technical Standard on Quality of Service for Distribution Systems and other applicable regulations.

The requirements set forth in the Technical Annex are applicable to distributors and to all equipment, systems and, generally, any component or element of an SMMC. The requirements also apply to all measurements, data and information obtained by SMMCs and to the various functions the systems must be capable of.

In particular, the requirements set forth in the Technical Annex are applicable to:

(a)        The architecture and components of SMMCs.

(b)     Measurements of energy and power consumption and/or injection by the clients and/or users that must join an SMMC under existing regulations.

(c)     Measurements of energy and/or power made in a distribution network to monitor product quality achieved through SMMCs, in accordance with the Technical Standard on Quality of Service for Distribution Systems.

(d)     The various functions of the SMMCs, in particular alarms and the SMMC events they register and/or generate and client and/or user remote commands to connect, disconnect and limit power consumption and/or injection. 

(e)       The privacy and security of measurements, data and information.
