This Technical Regulation establishes the mandatory metrological, technical, and conformity assessment requirements for Sound Level Meters and Sound Calibrators used for regulatory measurements in the United Arab Emirates. The Regulation is primarily based on the international recommendations OIML R 58 – Sound Level Meters and OIML R 102 – Sound Calibrators, which define the legal metrological requirements for type approval, verification, and maximum permissible errors. The Regulation also adopts the applicable technical requirements of IEC 61672 for sound level meters and IEC 60942 for sound calibrators to ensure compliance with internationally recognized performance and testing requirements.

The Regulation applies to imported and locally manufactured sound level meters and sound calibrators intended for use in environmental monitoring, occupational health and safety, industrial facilities, construction activities, transportation, vehicle inspection centres, and other applications requiring regulatory acoustic measurements. It specifies the metrological characteristics, permissible measurement errors, performance requirements, stability, marking, operating conditions, and technical documentation applicable to these instruments. The Regulation is developed in accordance with the legislative and regulatory framework issued by the Ministry of Industry and Advanced Technology (MoIAT) governing standards, metrology, conformity assessment, and the UAE National Measurement System.

The Regulation further establishes the requirements for type approval, conformity assessment, initial verification, and mandatory annual periodic verification of sound level meters and sound calibrators. It defines the technical tests and verification procedures, the applicable tolerance limits and Maximum Permissible Errors (MPEs), the metrological marking requirements, and the conditions for maintaining compliance throughout the operational life of the instruments. Sound level meters intended to be placed on the UAE market are required to obtain a Certificate of Conformity issued under the UAE Conformity Assessment System prior to being placed into service. Instruments already in service are subject to mandatory periodic metrological verification to confirm that measurement errors remain within the specified maximum permissible limits. The Regulation also specifies the responsibilities of suppliers, owners, authorized bodies, and competent authorities with respect to conformity assessment, metrological verification, and the continued compliance of sound measurement instruments placed on the UAE market.
