Royal Decree establishing basic animal health regulations, authorisation and registration of traditional zoological animal facilities, and amending several regulations.

The basic national regulations on animal protection are established in Law 32/2007, of 7 November, on the care of animals on their farm, and during their transport, experimentation, and slaughter, and in Law 7/2023, of 28 March, on the protection of animal rights and welfare. Some establishments with animals fall outside the scope of these laws, although they are subject to animal health regulations.

Therefore, the draft royal decree aims to adopt updated regulations for establishments housing animals other than production and companion (domestic) animals, which will now be called "Traditional Zoological Animal Facilities".
The aim is to ensure that all activities in places housing animals that could pose a risk to livestock farming, and those not covered by other regulations, are carried out in a way that minimises dangers to animal health and, consequently, to people and the environment, thus ensuring animal welfare.
