Decision by the Minister for Agriculture, Fisheries, Food Security and Nature designating the Renugarant certification scheme as a certification scheme within the meaning of Article 35n(1) of the Fertilisers Act Implementation Regulations

Article 1 of the Designation Order may contain technical requirements. Article 35a of the Fertilisers Act Implementation Regulations stipulates that Renure may be used in excess of 170 kg N/ha/year of animal manure only if the producer is registered or if the producer has a certificate issued under a certification scheme designated by the Minister for Agriculture, Fisheries, Food Security and Nature.

Pursuant to Article 35n of the Fertiliser Act Implementation Regulations, this decision designates a certification scheme.
The certification scheme to be designated sets requirements for the equipment used to produce Renure. Requirements are also laid down for the sampling and the frequency thereof as well as the analysis of the Renure, both in terms of content and frequency.
A mutual recognition provision is not necessary because producers of Renure based outside the Netherlands may also participate in the certification scheme, and the Renure they produce under certification may be used in the Netherlands at rates exceeding 170 kg N/ha/year.
The amendment to the Fertiliser Act Implementation Regulations, which permits the use of Renure in quantities exceeding 170 kg N/ha/year, has already been notified (reference 2026/0074.NL)
