Draft Decree amending Decree No 288/2015 on the performance of fireworks operations

The legislation governs the manner in which fireworks operations are performed.

Until now, a natural person holding a certificate of professional competence for handling pyrotechnic articles has been regarded as professionally competent. The Czech Mining Authority will now, at the request of a natural person and provided that the conditions laid down in the Pyrotechnics Act are met, issue a document certifying professional competence in the form of a plastic card instead of a certificate. A model of this document is set out in the Decree. The document now also covers professional competence for category F3. Furthermore, based on experience gained in the exercise of supreme supervision, the amendment revises the requirements for ensuring the protection of life, health and property during the performance of fireworks operations and removes several identified instances of duplication. For example, the method of identifying marshals when securing the safety zone has been modernised.
In Article II, the draft refers to Directive (EU) 2015/1535 of the European Parliament and of the Council of 9 September 2015 laying down a procedure for the provision of information in the field of technical regulations and of rules on Information Society services.
The basic legislation is Act No 206/2015 and Decree No 288/2015.
The previous notifications of the basic legislation are 2024/0480/CZ – the Pyrotechnics Act, and 2015/0321/CZ – Decree No 288/2015.
