Adaptation of technical standards in the field of housing promotion

Ordinance of the Vienna Provincial Government amending the 2024 Refurbishment and Decarbonisation Ordinance and the 2007 New Construction Ordinance

The purpose of this draft is to bring existing provisions into line with the currently applicable building regulations. In particular, the amendments are to be considered together with the amendment to the Vienna Construction Engineering Regulation 2023 (Wiener Bautechnikverordnung 2023 – WBTV 2023), which essentially incorporates the provisions of OIB Guideline 6. In the future, calculation of subsidies will be based on the heating demand of the reference climate (HWBRef,RK), and zero‑emission buildings will be defined according to the highest standard. Furthermore, the minimum requirements for subsidised refurbishment measures are to be adapted to the verification methods set out in OIB Guideline 6. Moreover, consideration of measures against summer overheating in the course of thermal refurbishment of the building envelope is to be ensured. In addition, clarification is to be provided regarding reasonable and maximum eligible costs for care homes. In line with the revised minimum requirements for refurbishment measures, the funding classification tiers for thermal renovation is being updated. In the interests of administrative effectiveness, energy efficiency measures carried out inside dwellings at the same time as those carried out on the building itself are to be combined in the future into a single funding application. Finally, some minor editorial adjustments are made and references are updated.
