Draft Order approving the Sanitary Veterinary and Food Safety Rule on the manufacture of milk products in small milk processors operating in regions subject to specific geographical constraints

Measures aimed at facilitating the operation of small milk processors in regions subject to special geographical constraints.

Milk processors with small production volume means establishments whose capacity does not exceed the following limits:
• In the case of milk processors approved for sanitary veterinary and food safety purposes, 180,000 l of milk/year;
• In the case of integrated/farm-owned milk processing centres and local milk processing facilities that operate on the basis of sanitary veterinary and food safety registration, 60,000 l of milk/year (local milk processing facilities will be registered in accordance with the Order of the President of ANSVSA No 111/2008 as well as the integrated milk processing/farm-owned centres);
- Flexibility with regard to location, construction, equipment in milk processors with a small production volume;
- The label of dairy products produced in establishments located in regions subject to specific geographical constraints benefiting from flexibility must bear the indication that these milk products come from those regions;
- In the authorisation/veterinary registration document and for food safety the indication that the establishment benefits from flexibility shall be mentioned, the establishment being located in a region subject to specific geographical constraints;
- Reducing the number of sampling units for microbiological analysis in milk processors with small production volume operating in regions subject to specific geographical constraints;
- The analyses frequency shall be determined by each manufacturer on the basis of factors such as the history or sensitivity of the product. It is recommended that the novice manufacturers do more analyses on products until enough data is gathered in the history, thus reflecting how to achieve efficiency
