Taxi

According to the proposal all Norwegian taxis shall be equipped with a roof lamp that are approved by the Public Roads Administration.

According to the existing regulation, taxi roof lamp are optional. The proposal foresees an obligation to equip all taxis with a roof lamp (taklampe).

The draft Regulation of Professional Transport by Motor Vehicle and Vessel § 48 third subsection states that all taxis must be equipped with a taxi roof lamp. Technical specifications for taxi roof lamp are set out in Regulation on technical requirements and approval of vehicles, components and equipment (FOR-1994-10-04-918 Kjøretøyforskriften) § 28-4 nr. 12. There are no technical amendments proposed to this regulation.
Section 48 of the Regulation on Professional Transport by Motor Vehicle and Vessel applies to motor vehicles registered for up to 9 persons engaged in occasional passenger transport requiring a taxicab operators licence.
It is the responsibility of the licence holder to ensure that the requirements of section 48 of the regulation are fulfilled.
The license authority can, according to the Regulation of Professional Transport by Motor Vehicle and Vessel § 48, in special cases grant exemptions from the requirement for a taxi roof lamp. Dispensation may only be granted in special cases, such as e.g. for particularly exclusive vehicles (limousine) and to a very limited extent.
The Public Roads Administration and the Police may perform inspections with the provisions in the Act on Professional Transport and regulation under that Act. Sanctions may be imposed in line with Section 29 and Chapter 8 of that Act.
According to the proposal all taxis shall be equipped with roof light that are approved by the Public Roads Administration.
The rules will apply to vehicles registered in Norway only.
