This Order pertains to the transformation of the special moped designation process by the Minister for Infrastructure and Water Management into a special moped approval by the Road Traffic Service [RDW] as the approval authority. In addition, this amending Order updates the permanent requirements applicable to special mopeds.

This Order further implements the transformation of the special moped designation process (moped-like vehicles that do not fall under European vehicle regulations, in particular Regulation (EU) No 168/2013) by the Minister for Infrastructure and Water Management into a national type-approval by the Road Traffic Service [RDW] as the approval authority. In doing so, this amending Order updates the permanent requirements applicable to special mopeds.

Article I(J) of the draft Order may contain technical regulations, in the form of an amendment to the Vehicles Order [Regeling voertuigen]. Special mopeds are subject to requirements when used on roadways. This includes requirements on the general vehicle construction method, dimensions, mass, engine system, fuel system, suspension, steering system, brake system, bodywork, lights, light signals and retroreflective devices.
An explicit mutual recognition clause is not provided because the rules apply regardless of vehicle origin.
