Assessment of the structural safety of large public buildings by manufacturers, the air permeability of temporary dwellings and thermal insulation of the shell, reduction of the fire class of interior doors for additional secured escape routes, and introducing average heat resistance for external partition constructions

Decree amending the Decree on Construction Works in the Living Environment related to the periodic assessment of buildings, the tightening of shell requirements of temporary dwellings, and certain other changes

The present regulation contains an obligation to periodically assess the structural safety of large public buildings. The requirements for improving energy performance are tightened for new temporary dwellings. The fire class of the movable section of an interior door in an additional secured escape route shall be reduced.
Lastly, averaging the value of the heat resistance of an external separation structure is made possible.

Article I, Sections D, E, I, J and K contain technical requirements. In D and E, the lower fire class of the movable section of an interior door is included in an additional secured escape route. Section J contains new requirements for the average heat resistance of an external separation structure, with a certain lower limit. Section K contains new requirements for a new temporary dwelling in terms of heat resistance and heat transition coefficient.

Article I (B) may contain technical requirements when further elaborating the obligation. The assessment shall be carried out by experts with a particular Dutch registration or a comparable foreign professional registration.

The provision in which this is to be included shall be laid down in the underlying scheme.
