Regulations amending the Swedish Transport Agency’s regulations and general advice (TSFS 2010:96) on prevention of pollution from ships

The amendments to the Swedish regulations implement a number of IMO resolutions (MEPC.328(76) and others) that amend Chapters 1, 2 and 4 of MARPOL Annex VI. All the resolutions involved are outlined in the Impact Assessment. Since Austria and Hungary are not parties to the 1997 MARPOL Protocol, which introduced Annex VI, it is considered necessary to notify the new national regulations under Directive (EU) 2015/1535.

Since 2013, mandatory requirements on the energy-efficient construction of newly built ships have been in place under the Energy Efficiency Design Index (EEDI). New target-based requirements concerning technical and operational carbon intensity have now been drawn up, based on, inter alia, the EEDI. The technical requirements extend the EEDI and introduce a new Energy Efficiency Existing Ship Index (EEXI). Ships that were in service before the introduction of the EEDI now have reduction requirements that are to be met using technical measures. These older ships are referred to as “existing ships” in the regulatory framework, meaning ships that existed before the entry into force of the EEDI. The operational requirements being introduced require the vessel’s carbon intensity indicator (CII) to be calculated annually and verified. This shall be done for each individual vessel covered by the rules.
