The regulation updates the requirements contained in Regulation No 71 of the Minister of Economic Affairs and Infrastructure of November 9, 2020 ‘Technical regulations for railway operation’ and its annexes and brings them into conformity with modern needs and requirements. The amendment of the Regulation is also due to the mitigation of the risks arising from the increase in train speeds and to ensure the safety of road users at level crossings.

Amendment of Regulation No 71 of the Minister for Economic Affairs and Infrastructure of November 9, 2020 ‘Technical regulations for railway operation’

The draft makes the following amendments to the Regulation:

— new categories of level crossings and pedestrian crossings are introduced;
— removing unnecessary and outdated requirements;
— harmonising the verification of the conformity and integrity of railway systems;
— enabling the introduction of new technologies on the railways;
— harmonising and updating national requirements;
— clarifying and completing the wording and terminology to ensure legal clarity and consistency with other instruments, including EU legislation.
