Cooling energy meter

Swedish Board for Accreditation and Conformity Assessment's Regulations on Cooling Energy Meters

In summary, the proposal contains the following:

- requirements aimed at economic operators making cooling energy meters available on the market and at users of such meters;
- scope linked to the obligation to measure in accordance with the District Cooling Act (2022:332);
- parts of the requirements in standard SS-EN 1434 or equivalent requirements shall be met with regard to cooling energy meters;
- certain requirements relating to the accuracy class, temperature and humidity conditions and that the party putting the cooling energy meter into service shall ensure that it is suitable for the foreseeable operating conditions;
- a cooling energy meter shall have undergone type-examination and product verification, where statistical verification may be used for product verification;
- an accredited laboratory shall carry out type-examination as well as the calibration or testing that constitutes part of product verification and, in respect of the other requirements, the manufacturer or other economic operators shall be able to show that these have been met;
- the laboratory performing the type-examination shall be independent of the company whose cooling energy meter is to be assessed and shall have no user interest in the meter;
- the laboratory that performed the type-examination shall issue a type-examination certificate;
- cooling energy meters shall be accompanied by a manufacturer’s declaration that the meter complies with the prescribed requirements; and
- the party putting a cooling energy meter into service shall have readily available certain information relating to the meter, for supervision purposes.

The regulation concerns Directive (EU) 2018/2002 of the European Parliament and of the Council of 11 December 2018 amending Directive 2012/27/EU on energy efficiency. All provisions are introduced with the aim of meeting the requirement on accurate metering.
