The Order lays down rules that technical aids must be designed in such a way that they are entirely safe in terms of health and safety, and can be used with full confidence in terms of safety and health. In addition, some more specific safety requirements are laid down for the design of the technical aids.

Order on the installation of technical aids

This Order concerns the layout of technical aids, including labelling, and instructions for use, testing and placing on the market. Technical aids are understood to mean: machinery, containers, apparatus, ladders, scaffolding, tools, utensils, installations and other equipment used for work, including for transport and storage, and parts of the said technical aids, as well as prefabricated structures and any other manufactured article intended to form part of a finished assembly with other objects.

Technical aids covered by the harmonisation legislation of the European Parliament and the Council (total harmonisation) are not covered by the Order.
In addition to purely national rules, the Order contains rules in §§ 2, 11-13, 17-21, 23-31 and 34-42, which fully or partially implement provisions of Directive 2009/104/EC of the European Parliament and of the Council of 16 September 2009 concerning the minimum safety and health requirements for the use of work equipment by workers at work (second individual Directive within the meaning of Article 16(1) of Directive 89/391/EEC).
