The draft decree resolves technical imperfections in the four general administrative measures under the Environment and Planning Act and in what is known as the "dowry" included in the Implementing Decree on the Environment and Planning Act. There are also some technical changes to the Environment and Planning Act in other AMvBs. The draft decree includes the updating of standards for sampling and analysis of (waste) water and sludge.

Collection Decree Environment Act 2022

This draft decree provides for adjustments to the four general administrative measures under the Environment and Planning Act and to what is known as the "dowry" (included in the Implementing Decree on the Environment and Planning Act). In addition, some changes related to the Environment and Planning Act are made to other AMvBs. These are technical changes, not substantive changes. It concerns solving imperfections in the new system of environmental law. In particular, Articles I, Section AQ (amendment of the Living Environment (Activities) Decree) and V, Sections A and C (Implementing Decree on the Environment and Planning Act) may contain technical regulations.

The Implementing Decree on the Environment and Planning Act updates four NEN standards. This concerns the updating of standards for sampling and analysis of (waste) water and sludge. The updating of the NEN 6600, NEN-EN-ISO 5815-1 and NEN-EN-ISO 5667-3 mainly involves minor adaptations based on experience gained through the use of the standard and new knowledge about the implementation. The replacement of the NEN 6633 by the NEN-ISO 15705 involves moving to a completely new and cleaner method of analysis.
The provisions of The Living Environment (Activities) Decree are subject to mutual recognition in the light of Article 1.3 of this Decision.
