Rules on Energy Efficiency in Buildings

The content of the regulation ensures that all new buildings will be almost zero energy. The requirements for the public building are technically even more stringent. The regulation lays down requirements for the construction of new buildings, major renovations (reconstructions) as well as requirements for minor renovations (maintenance works on the envelope of the building and systems for the operation of the building).

Requirements are set at two levels, both at the level of primary energy use and the quality of the envelope and the energy required for the operation of technical building systems. The rules also provide for the degree of assurance of the use of renewable energy in buildings. The use of accompanying technical guidelines is provided, and a special elaborate and a statement is prescribed during the design phase, which serve to demonstrate compliance with the prescribed requirements.
