Special characteristics in the construction and certification of ships and vessels attached to the Maritime Service of the Civil Guard

Draft Royal Decree regulating special characteristics relating to the construction and certification of ships and vessels attached to the Maritime Service of the Civil Guard.

The purpose of the draft is to establish special characteristics in the implementation of the general rules for the construction and certification of ships and vessels belonging to the Maritime Service of the Civil Guard. These special characteristics arise from the specific destination of these ships and vessels in the service of public safety, coastal surveillance and suppression of smuggling, among others.

Firstly, the specific rules concern their flag and registration, their classification, the inspections to be carried out, certificates, transformations, radio communication equipment and loading.
Secondly, it is necessary to regulate relevant issues, such as inspections of ships and vessels attached to the Maritime Service of the Civil Guard, which are classified in accordance with the type of navigation to be carried out.
The classification of the ship or vessel depends on the surveys they will have to pass and the certificates they will need. The classification will also determine the rules to be followed for their construction and water tightness, their minimum equipment requirements, the stability and safety of machinery and electrical installations. Attention is also drawn to the measures to be followed for the prevention of pollution of the marine environment and the minimum conditions of habitability, taking into account whether they are newly constructed ships or vessels or have already been constructed at the date of entry into force of this Royal Decree.
