The Ordinance shall be issued on the basis of Article 46(4) of the Fisheries and Aquaculture Act.

The proposed draft lays down the terms and conditions for carrying out first sale of fishery products, for drawing up and submitting a document for first sale, a declaration of acceptance and a transport document, as well as the common standards for carrying out first sale of fishery products.

The draft provides for an obligation on registered buyers and first sale centres that have an annual turnover in the previous year exceeding 391,166 BGN. (the equivalent of 200 000 EUR) to send the information from the first sale document or the declaration of acceptance electronically to the EAFA within 24 hours of the sale or acceptance.
Provisions are laid down to ensure the traceability of fishery products, as well as placing them in lots and categorising them by freshness and size.
