The Ordinance is issued on the basis of Article 7(5)(3) and (4) of the Food Act.

The Ordinance lays down the general hygiene requirements for food production, processing and distribution establishments, the specific requirements for food transport, the specific requirements for business operators, and the requirements for the conditions for food production, processing and distribution.

Food Hygiene Ordinance

The Ordinance lays down the general hygiene requirements for food production, processing and distribution establishments, the specific requirements for food transport, the specific requirements for business operators, and the requirements for the conditions for food production, processing and distribution.

Provisions are laid down in the draft regulation to supplement the general requirements for food production, processing and distribution establishments with regard to the design and construction of buildings and premises, the plumbing and sewage systems of the establishments, the lighting in the establishments, the heating, ventilation and air conditioning systems, as well as the quality of the water supplying the establishments. There
are also requirements for the conditions for the production, processing and distribution of food with regard to the maintenance of cleanliness, the maintenance of plumbing, sewage, heating, ventilation, air-conditioning and electrical installations, the use of special work clothing, personal protective equipment and footwear for those working in the establishment, as well as the conditions for carrying out effective protection of the establishment
from insects and rodents and carrying out disinfection, disinsection and deratisation.
The Ordinance provides for the implementation of Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on food hygiene (in particular Bulgarian edition, Chapter 13, Volume 044) and Regulation (EU) No 1169/2011 of the European Parliament and of the Council of 25 October 2011 on the provision of food information to consumers, amending Regulations (EC) No 1924/2006 and (EC) No 1925/2006 of the European Parliament and of the Council and repealing Council Directive 87/250/EEC, Directive 90/496/EEC of the Council, Directive No 1999/10/EC of the Council, Directive 2000/13/EC of the European Parliament and of the Council, Directives 2002/67/EC and 2008/5/EC of the Council (EC) and Regulation (EC) No 608/2004 of the Council (ОJ, L 304 from 22.11.2011), (Regulation (EO) No 1169/2011).
The Ordinance implements the provisions of Commission Directive 98/28/EC of 29 April 1998, derogating from certain provisions of Directive 93/43/EEC on the hygiene of foodstuffs with regard to the carriage by sea of raw sugar in bulk (in particular Bulgarian edition, Chapter 13, Vol. 23).
