Wood (e.g. wood chips) to be used for the production of heating, electricity, or cooling.

Wood pellets, wood briquettes, or firewood imported or produced in Denmark for sale for energy purposes.

1) Order on sustainability and reduction of greenhouse gas emissions for biomass fuels and bioliquids for energy purposes, etc.

2) Order on the Handbook on meeting sustainability requirements and requirements for reduction of greenhouse gas emissions for biomass fuels for energy purposes.

The envisaged rules stipulate requirements on biomass fuels that are produced from wood and used in facilities for the production of electricity, heating, cooling, or fuels. In addition, requirements are stipulated for importers and producers of wood pellets, wood briquettes, and firewood.

The envisaged rules will, firstly, mean that facilities which use biomass fuels from wood for the production of electricity, heating, cooling, or fuels with a thermal input of less than 20 MW and down to 2.5 MW are subject to the criteria for sustainability and greenhouse gas emissions savings that follow from Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources (recast) (hereinafter: Renewable Energy Directive). The requirements will apply in the same manner as those – under the Renewable Energy Directive – for facilities with a thermal input equal to or exceeding 20 MW in the case of solid biomass fuels and equal to or exceeding 2 MW in the case of gaseous biomass fuels.
In addition, the rules will entail the establishment of additional sustainability criteria that do not follow from the Renewable Energy Directive as well as the establishment of some specific requirements on biomass fuels produced from non-forest wood.
Furthermore, the rules will mean that where enterprises use biomass derived from wood for process purposes, e.g. for space heating in the enterprise or for production processes, they will also be subject to requirements for documented fulfilment of criteria for sustainability and greenhouse gas emissions savings.
With a phasing-in until 30 June 2023, the envisaged rules will also apply to importers and producers of wood pellets, wood briquettes, or firewood if they annually import/produce at least 5 000 tonnes. However, there is an exemption to this if it can be documented that a specified amount is not to be used for energy purposes.
Lastly, more restrictive requirements will be laid down on greenhouse gas emissions savings. The envisaged rules will mean that where biomass fuels produced from wood are used, the savings are to be at least 75 % through 31 December 2024, at least 80 % from 1 January 2025, and at least 83 % from 1 January 2028.
In contrast to that which follows from the Renewable Energy Directive, this requirement will also apply to existing facilities; not just those which are put into operation after 1 January 2021.
