The proposal concerns data collected on taxi journeys by using other equipment or systems. The Regulation contains the technical regulations on the other equipment or systems and the storage of the data collected.

The other equipment or system must collect the data on a taxi journey in cases where the price of the taxi journey is based on a fixed price agreed in advance.
The Regulation does not apply to data collected by using a taximeter under the Measuring Instruments Directive.

Regulation on other equipment or systems used in taxi services

Under § 15 a of the Act on transport services (320/2017), a taximeter or other equipment or system must be used in taxi services. By virtue of this Regulation, the Finnish Transport and Communications Agency issues the technical regulations referred to in § 15 a of the Act on transport services regarding other equipment or systems used in taxi services to collect data on the taxi journey in an electronically machine-readable, structured format.

Other equipment and systems may be used in place of a taximeter, where the price of a taxi journey is not determined based on the length of the journey or the time spent, but a fixed price agreed in advanced is charged for the taxi journey.

The data on the taxi journey must be collected in an electronically machine-readable, structured format.

The journey event data model contains the data related to the taxi journey. To ensure interoperability of the collected data, the data model contains the code values to be used. The collected data are the unique identifier of the taxi journey, the start and end times of the taxi journey, the total length of the journey, the description of the taxi journey, the total price and payment method for the taxi journey, the status of the event, the business ID of the taxi entrepreneur, the driver’s personal identification number or date of birth and the registration number of the taxi vehicle. The data must be collected and stored in such a manner that they cannot be subsequently modified without a justified reason. The data contained in the other equipment or system must be easy to read and download in an electronically machine-readable, structured format. The structured format must be either XML or JSON. The data collected on the taxi journey must be searchable in the database using the following criteria: the business ID of the taxi entrepreneur, the personal identification number or date of birth of a natural person, the registration number of a vehicle. The data collected in an electronically machine-readable, structured format must, where necessary, be converted into a plain language written format. The collected data must be stored in a database managed by a third party, to which the collected data are automatically transferred. The data must be stored for six years from the end of the year in which the financial year ended.
