Draft Implementing Decree on details of handling end-of-life vehicles

The proposed Implementing Decree concerns, in particular, the contents of the operating rules of end-of-life vehicle collection facilities and end-of-life vehicle treatment facilities; the particulars of the certificate of collection of an end-of-life vehicle or incomplete vehicle; the technical requirements for facilities for end-of-life vehicle collection, gathering and storage; the technical requirements for end-of-life vehicle treatment and end-of-life vehicle treatment facilities; the scope and method of keeping continuous records and reporting end-of-life vehicles and other waste; the parts that must be dismantled before further treatment; and the method of dismantling dangerous parts and removal of operating fluids.

In addition, the Implementing Decree lays down the scope and method of record-keeping of materials and parts for reuse; the method of calculating the rates of reuse and recycling or other recovery of selected end-of-life vehicles and their parts; the conditions for preparing for reuse of reusable components and their storage; the scope of the data maintained in the ‘Information system for maintaining information on end-of-life vehicles’; and the particulars of the document of vehicle reparability and functionality of vehicle parts.
The contents of the present Implementing Decree are based on the existing Implementing Decree on details of handling waste motor vehicles – certain parts are taken over in their entirety or only slightly modified.
End-of-life vehicle treatment operators will now, as part of keeping continuous records of waste and waste management methods, keep separate records of materials and parts for reuse that have undergone preparation for reuse.
Furthermore, the proposed Implementing Decree now lays down the method of calculating the rates of reuse and recycling or other recovery of selected end-of-life vehicles and their parts, the conditions for preparing for reuse of reusable parts and their storage, and the particulars of the document of vehicle reparability and functionality of vehicle parts.
