Procurement statistics, statistics databases and advertising databases

Technical documents related to the National Agency for Public Procurement’s Regulation (UHMFS 2020:1) on the collection of data for statistical purposes

The draft technical documents constitute specifications for the National Agency for Public Procurement’s previously notified Regulation (UFS 2020:1) on the collection of data for statistical purposes. The Regulation contains certain additional provisions to the Procurement Statistics Act (2019:668) and the Procurement Statistics Ordinance (2020:332). The Regulation specifies the provisions of the Act and the Ordinance and contains implementing rules for those who operate a registered advertising database.

The draft technical documents - which consist of a main specification with associated annexes - constitute the reporting format and specify how those who operate a registered advertising database are to send information to the National Agency for Public Procurement for statistical purposes.

The draft technical documents aim to clarify which information from and about advertisements is to be collected in accordance with UFS 2020:1 and how the transfer of this information to the National Agency for Public Procurement (Upphandlingsmyndigheten – UHM) is to take place. This is mainly described in the main specification, the ‘UHM Notice Report Business Interoperability Specification’. Annexes 1-3 thereof contain the mapping of relevant business terms in the three advertisement types of pre-advertisements, advertisements and post-advertisements respectively.

The Regulation is not considered to be an obstacle for operators who want to enter the Swedish market for advertising services. The possibility of applying for registration is open to everyone, regardless of legal form and residence.
