Determination of the energy performance of buildings, energy label

Order amending the Order on the energy performance of buildings and certain other regulations in connection with the method for determining the energy performance of buildings and the calibration of energy labels

Starting from 1 January 2021, energy performance for the energy label will be expressed with a new indicator:
primary fossil energy use in kWh/m2 per year. The Energy Index indicator on energy labels will be discontinued. The new indicator will be determined using the new calculation method, NTA 8800, which also comes into force on 1 January 2021. NTA 8800 replaces the previous calculation methods for measuring the energy performance of buildings. It is necessary to express energy performance in kWh/m2 per year on the energy label in accordance with the revised Energy Performance of Buildings Directive, Directive 2018/844/EU of the European Parliament and of the Council of 30 May 2018 amending Directive 2010/31/EU on the energy performance of buildings.

The provisions of this amending Order are an elaboration of the aforementioned directive, as well as of the Decree on the energy performance of buildings [Besluit energieprestatie gebouwen]. Articles I(B, E and F), II, III(B to G) and IV(B and C) may contain technical regulations.

Article 7 of the Order on the energy performance of buildings [Regeling energieprestatie gebouwen] contains an
equivalence clause for companies or persons from other Member States that issue or certify energy labels.
