The proposed rule is to be applied to the marking of objects that have heights of 45 metres or more above the ground or a water surface and which are located outside an airport’s set obstacle limitation surfaces. In the event of a notification of an aviation obstacle, the regulations are to be applied if the total height of the building or installation will exceed 45 meters in a built-up area or 20 metres in another area.

The first paragraph also applies to objects, buildings or installations that are under construction or are temporary.

The current § 17 (§ 21 of the proposal) is expanded with the possibility that masts with guy lines may be marked with medium-intensity lights so that the light covers a larger area and thus can replace marking with spheres on the guy line.

Masts for high voltage lines that cross watercourses, valleys or roads are to be marked with light from 45 metres.

Markers in the form of spheres on high-voltage lines are to be placed closer together than was previously the case, and the requirements regarding the marking of poles/masts for high-voltage lines will be made stricter, both with regard to lights (where the high-voltage line crosses watercourses, etc.) and colour.

Wind turbines with a total height of 150 metres or more above the ground or a water surface must, in addition to current requirements for marking, also be marked with low-intensity lights at half the height up to the nacelle.

Anchored balloons with a diameter of 2.5 metres or less or with a gas volume of 5 cubic metres or less and kites or other similar objects with a weight of 2.5 kg or less that are not required to be marked under the current regulations, are now also covered by the marking requirement.

Lines for anchored balloons, kites and other similar objects with a height of 45 metres or more are also to be marked.

Under the current regulations, certain objects need not be marked with lights if they have an altitude lower than 100 metres. This poses a hazard to aviation safety when flying in the dark as obstacles that are only marked with colour cannot be detected. Therefore, the requirement has been made stricter so that lights are also required for objects that are 45 metres and higher.
