Motorised personal transport devices

Order amending the Order of 16 July 1954 on vehicle lighting and signalling

Motorised personal transport devices (electric EDPs [engins de déplacements personnels]) include devices such as electric scooters, self-balancing vehicles, electric unicycles and hoverboards. These devices are mainly used in urban environments, for short-distance travel (less than 5 km) or for leisure. Being easily portable, they are also used in combination with public transport. These electric EDPs are explicitly excluded from Regulation (EU) No 168/2013 of the European Parliament and of the Council of 15 January 2013 on the approval and market surveillance of two- or three-wheel vehicles and quadricycles.

The status of these devices, their equipment and their traffic rules, as well as the user equipment requirements, have recently been specified in the Highway Code (Decree No 2019-1082 of 23 October 2019).

Articles R313-4, R313-5, R313-19, R313-20 and R313-33 of the Highway Code have been amended to specify that these devices, by analogy with cycles, must be equipped with front position lamps, rear position lamps, orange side retro-reflectors, a white front retro-reflector and an audible warning device.

The Order that is the subject of this notification defines the technical characteristics of these compulsory lighting devices for motorised personal transport devices.
