The regulation will cover hire bicycles and other types of hire vehicles that are not hired from a fixed hire location, but rather typically hired via an app.

Bill to amend the Act on public roads, etc.; the Act on private roads; and the Road Traffic Act

The Bill contains an amendment to the rules for the placement of certain hire vehicles on road spaces under the purview of road authorities. Thus, hire bicycles and other types of hire vehicles, including scooters, which are characterised by the absence of a fixed hire location in favour of a ‘free floating’ concept, going forward will not be subject to the existing licence requirement, but instead will be subject to a requirement for an agreement with the road authority in order to make lawful the placement of the vehicles for hire.
