The draft Act intends to further develop the Circular Economy Act ecologically. The amendment also aims to improve resource management and increase resource efficiency in Germany.
The draft Act strengthens the prevention and recovery of waste, for example by increasing and updating quotas on preparation for re-use and recycling by strengthening the obligations for separate collection and expanding product responsibility. Accompanying national regulations in the objectives of the Waste Framework Directive are, for example, innovation in public procurement and the expansion of product responsibility towards the duty to exercise proper care.
