The aim is to prevent certain chemicals which are lawfully used in the chemical industry from being used or misused for intoxication purposes due to their psychoactive effects.

Draft order of the Minister for Health of the Republic of Lithuania on the amendment of Order No 5 of the Minister for Health of the Republic of Lithuania of 6 January 2000 adopting the lists of narcotic drugs and psychotropic substances

The draft order proposes to supplement List IV of controlled substances entitled ‘Narcotic drugs and psychotropic substances permitted for use for medical purposes and/or for industrial purposes not related to pharmaceutical uses’, and thus to include the following substance: nitrous oxide.

Upon the inclusion of the specified substance in List IV, legal entities engaged in business activities involving these substances (which are used for non-pharmaceutical purposes) will be required to obtain a permit authorising engagement in the activities involving substances included in List IV. In order to obtain such a permit these legal entities will have to follow the procedures established by the Law of the Republic of Lithuania on the control of narcotic drugs and psychotropic substances.

It should be noted that the inclusion of nitrous oxide in List IV of controlled substances will not affect the use of this substance in the healthcare and pharmaceutical industry because the provisions of the Law on the control of narcotic drugs and psychotropic substances apply only where these substances are used for non-pharmaceutical purposes.
