The draft lays down:

1. the technical requirements for the design, construction and putting into operation of refuelling stations for hydrogen-powered vehicles, hereinafter referred to as ‘hydrogen refuelling stations’ for stationary applications;

2. the control of hydrogen refuelling stations with respect to the minimum design safety features in the design, construction and operation process.

Draft Regulation on the procedures for the design, construction, putting into operation and control of refuelling stations for hydrogen-powered vehicles

The draft Regulation lays down the rules and the technical requirements for the construction of the minimum infrastructure necessary for supplying power to refuelling stations for hydrogen-powered vehicles in the following cases: when produced outside the installation and operation site of the hydrogen refuelling station and delivered by a lorry with a tube trailer transporting compressed gaseous hydrogen; when produced outside the installation and operation site of the hydrogen refuelling station and delivered by a lorry transporting cylinders containing compressed gaseous hydrogen with given capacity and pressure; when produced at the installation and operation site of the hydrogen refuelling station in hydrogen generators using electrolysis of water process. The Regulation is to apply to hydrogen refuelling stations that will be built as an integrated facility: facility built as an integrated component within the territory of an existing or newly constructed petrol station and/or gas station. It is also to apply to non-integrated (autonomous) facilities: an independently built facility located outside the territory of an existing or newly built petrol station and/or gas station. The draft lays down: the elements of the hydrogen refuelling stations within the scope of the Regulation, the technical requirements for the design, construction and putting into operation; the design parameters and minimum distances when designing refuelling stations for hydrogen-powered vehicles in order to guarantee safety; the minimum distances from the elements of the hydrogen refuelling station to other facilities within the territory of an integrated hydrogen refuelling station; the control of hydrogen refuelling stations with respect to the minimum design safety features during their design, construction and operation. The Regulation is intended to support the activity of all participants in the construction and investment process in accordance with their powers, as defined in the Spatial Development Act: contracting authorities; builders; natural persons exercising technical control over the structural part; designers; consultants; technical managers; suppliers of machinery, facilities and technological equipment, including suppliers of facilities and components for the construction of infrastructure for hydrogen refuelling stations. The technical matter covered by this Regulation introduces requirements of international standards introduced in the Republic of Bulgaria by: SA ISO/TS 19880-1, BAS ISO 14687-2, BAS ISO 17268 and others.
