This notification is not related to any one specific construction product or service. The proposed legislation is to partially transpose into Irish law the requirements of the Energy performance of Buildings Directive for Electric Vehicle recharging, Building, Automation and Control systems and self-regulating devices for the separation of temperature in each room or, where justified in a designated heated zone of the building. The proposed legislation will apply to dwellings and buildings other than dwellings.

BUILDING REGULATIONS (PART L AMENDMENT) REGULATIONS 2020

In order to transpose into Irish law the Electric Vehicle recharging requirements of Articles 8(2) & (5) of the EPBD (2010/31/EU) :

• Part L of the Building Regulations for buildings other than dwellings will be amended to provide for electric vehicle recharging points and ducting infrastructure for new non-residential buildings and non-residential buildings undergoing major renovation with more than ten parking spaces by 10 March 2020.

• Part L of the Building Regulations for dwellings will be amended to provide for the installation of recharging infrastructure for every new single-unit residential building with a car parking space within the boundary and for every parking space for multi-unit residential buildings by 10 March 2020.

It is intended to avail of the exemption for EV recharging infrastructure for Small and Medium Enterprises for existing buildings that is set out in the Directive.

In order to transpose the Building Automation and Control requirements of Article 14(4) and 15(4) of the EPBD, it is proposed to introduce European Union (Energy Performance of Buildings) Regulations requiring that all non-residential buildings with an effective rated output for heating systems or for air-conditioning of over 290 kW output are equipped with building automation and control systems by 2025 where technically and economically feasible.

Article 8(1) of the EPBD requires self-regulating devices for the separation of temperature in each room or, where justified in a designated heated zone of the building. It is proposed to transpose this requirement into Irish Law through through Part L of the Building Regulations.

Technical Guidance Documents are published to provide technical guidance on how to comply with these regulations in practical terms. Only the following parts of the Technical Guidance Documents (TGDs) are subject to this review:
