Amendment of the Order on the external safety of pipelines and the Order on the external safety of establishments (new version of software program and corresponding risk calculation manual)

The amendment designates a new version of calculation program Safeti-NL and the corresponding new manual for calculation of external safety risks for establishments and pipelines with hazardous substances. Articles I and II contain potential technical regulations in conjunction with existing Articles 6 of the Order on the external safety of pipelines [Revb] and 3(2)(a), 7 and 8a of the Order on the external safety of establishments [Revi].

Summary of the technical requirements:

The current version, 6.54, is outdated both technically and in terms of content (not supported by Windows 8 and up, resulting in installation problems). The new version of Safeti-NL, version 8, can incorporate more detailed data from scientific research into the risk calculations, and contains over 40 model improvements, such as in the area of spills or the spread of hazardous substances.
