The draft Regulations propose to amend The Food Information Regulations (Northern Ireland) 2014 (S.R. 2014 No. 223) (The Food Information Regulations (FIR)) by requiring a list of ingredients and the name of the food to be provided directly on the packaging of all food that is prepacked for direct sale. Allergen ingredients would have to be emphasised in the ingredients list on the packaging.

The Food Information (Amendment) Regulations (Northern Ireland) 2019

The EU Food Information to Consumers Regulation (FIC) provides the legislative framework

around the provision of food allergen information, and the Food Information Regulations (Northern Ireland) 2014 (FIR) and equivalent regulations in Wales, Scotland and England, are the domestic

regulations that establish the enforcement measures for the FIC in the UK.

As provided for by Article 44.2 of Regulation (EU) No 1169/2011, the draft Regulations propose to introduce national measures concerning the means by which allergen information for foods sold prepacked for direct sale must be provided.

The draft Regulations insert new regulations 5A and 6A into The Food Information Regulations (Northern Ireland) 2014. These regulations will require foods sold prepacked for direct sale to include the name of the food and ingredients list, with allergen information highlighted within the ingredients list. There is an exemption for foods offered for sale by means of distance communication.
