Revocation and replacement of the Bovine Viral Diarrhoea (Scotland) Order 2013 – affecting cattle herds.

The Bovine Viral Diarrhoea (Scotland) Order 2013 as amended (the 2013 Order) requires keepers of breeding bovine animals/herds to take samples (at their own expense) from their animals/herds on an annual basis, and to test (qualifying) calves not born to breeding bovine animals/herds within 40 days of birth, for the purpose of determining whether BVD (Bovine Viral Diarrhoea) virus is present. This process generates a BVD status/finding for an animal/herd. Movement restrictions are placed on herds that have the status of BVD not negative, and on individual cattle that test positive for BVD virus.

The Bovine Viral Diarrhoea (Scotland) Order 2019 increases the disease control measures by:

1. Requiring the keeper of a herd that has had a collective BVD status of not negative for 15 months or more to obtain an individual BVD status for every animal in the herd;

2. Where a herd includes an individual animal that has an individual BVD of positive, no cattle can be brought in to the herd except under licence;

3. An animal with an individual BVD status of positive must be housed separately from other cattle that have an individual BVD status of negative or have no individual status;

4. An animal with no individual BVD status may not be moved off of a holding if it is deemed to be high risk. High risk animals are animals moved into Scotland or qualifying calves or animals moved off not negative holdings.

5 40 days from the date that an animal is disclosed as BVD virus positive, the herd will be listed on a public website;

6. When an animal is disclosed as BVD virus positive, subsequent BVD sampling must be done by a vet;

7. A keeper must use an official tag when BVD sampling a calf under 20 days of age;

8. Laboratories must notify the Scottish Government of BVD test results within 5 working days of test results being received.
