Statutory ordinance amending the Tenth Ordinance implementing the Federal Pollution Control Act (Ordinance on the properties and labelling of the quality of fuels (10th BImSchV). This publication concerns automotive fuels and chlorine and bromine compounds that are added to such fuels, fuels used to operate mobile machinery and equipment (including inland vessels that are not to be found at sea), as well as agricultural and forestry tractors and also recreational craft that are not to be found at sea, along with the sulphur content of certain liquid fuels and their labelling, as well as the labelling of vehicles that can use these fuels. It particularly concerns petrol, diesel, gas oil, marine diesel, biodiesel, ethanol fuel, liquefied petroleum gas, compressed natural gas and biogas as fuel, vegetable oil fuel, hydrogen as fuel and fuel oil.

Ordinance implementing Directive 2014/94/EU and amending and adapting other pollution control ordinances

- Implementation of the Infrastructure Directive 2014/94/EU in the Tenth Ordinance implementing the Federal Pollution Control Act [10th BlmSchV]:

-- Labelling requirements as regards compatibility between vehicles and fuels/recharging points

--- at petrol stations and pump nozzles, or at recharging stations for electric vehicles

--- in vehicle user manuals and fuel filler flaps

-- Provisions for the purity of hydrogen – quality requirements for hydrogen are included in the Ordinance for the first time.

- Updating of references to standards in the Tenth Ordinance implementing the Federal Pollution Control Act:

The references to the requirement standards for petrol, diesel, biodiesel, ethanol (E85), liquefied petroleum gas, compressed natural gas and biogas as fuel (CNG and, for the first time, also LNG) and vegetable oil are adapted to the currently valid standards.

- Implementation of Implementing Decision 2018/1147/EU establishing best available techniques (BAT) conclusions in the Thirtieth Ordinance implementing the Federal Pollution Control Act [30th BlmSchV]:

-- Formal adaptation in the emissions-related requirements for biological treatment, process waters and vapour condensate: separation of exhaust gas flow.

-- Reduction of the emission limit value for total dust from 10 to 5 mg/Nm3, which corresponds to the upper limit of the emission range mentioned in the BAT conclusions.

-- Facilitation in the individual measurements of the emission limit value for air dioxin/furan.
