The regulation covers the use of winter tyres on heavy vehicles and heavy trailers. It mainly concerns companies in the haulage business and the transport sector, but also companies that manufacture, sell and fit tyres. Winter tyres manufactured and marked according to the international UNECE regulation 117 meet the requirements of the regulation.

Proposal amending the Swedish Transport Agency's provisions and guidelines (TSFS 2009:19) on the use of tyres, etc. intended for cars and trailers towed by cars.

The Government will implement an amendment to Chapter 4, § 18a of the Traffic Regulation (1998:1276) regarding the use requirements for winter tyres on heavy vehicles during the winter period from 1 December - 31 March. The change means that current requirements for winter tyres on the drive shaft are extended to include a requirement for winter tyres on all wheels for heavy vehicles and heavy trailers. The regulatory amendment to the traffic regulations comes into force before the winter of 2019/2020.

In connection with the amendment of the traffic regulations, a corresponding change needs to be introduced in the Swedish Transport Agency's provisions and guidelines (TSFS 2009:19) on the use of tyres, etc. The proposal entails that a new definition of winter tyres is introduced, which covers vehicles both below and over 3 500 kg total weight, and that tyres of type Professional Off Road (POR) are regarded as winter tyres. Tyres intended by the manufacturer to be studded should, if fitted with a stud, be considered as winter tyres. Changes to incorrect references, changes to headings and the currently applicable § 31 are removed. The reference for vehicles registered abroad is removed.
