The draft Regulation on the technical requirements for buildings concerning protection against radon was drawn up in pursuance of state policy for prevention and protection of the population against exposure to radon in the buildings, implemented through the strategy for reduction of the risk of exposure to radon for the period 2018-2027 (the Strategy) and the national action plan for reduction of the risk of exposure to radon 2018-2022, both adopted by Decision No 55 of 1 February 2018 of the Council of Ministers of the Republic of Bulgaria. The implementation of the actions laid down in the national strategy papers is crucial to achieving the risk-reduction targets for radon exposure in order to reduce and prevent the risk of radon-related diseases.

Draft Regulation on the technical requirements for buildings concerning protection against radon

The draft Regulation on the technical requirements for buildings concerning protection against radon was drawn up by the Ministry of Regional Development and Public Works (MRDPW) pursuant to § 18(1) in relation to Article 169(1) of the Spatial Development Act (SDA). A technical legislative act for design and construction related to this subject is being developed for the first time in Bulgaria; it is a measure implementing the policies to reduce the risk of exposure to radon by concrete actions in the construction sector. The draft Regulation on the technical requirements for buildings concerning protection against radon aims to:

1. introduce technical requirements for the design and construction of new buildings and for the refurbishment, reconstruction and renovation of existing buildings as regards the technical measures for the protection against radon 222 (radon) ingress into indoor air in buildings;

2. classify buildings to be protected against radon and set the technical parameters for designing radon protection measures in new and existing buildings;

3. apply uniform methods for the design and implementation of the contact structure of buildings with their foundations, as well as the connection joints of the underground structures and the accesses through the contact structure, including the design and implementation of waterproofing resistant to radon ingress;

4. apply uniform methods for the design and implementation of the types of specific ventilation systems for the protection of buildings against radon.
