Draft Regulation amending and supplementing Regulation No RD-02-20-8 of 2013 on the design, construction and operation of drain and sewer systems is intended to update the regulatory requirements for the design, construction and maintenance of new drain and sewer systems, and also the requirements for the reconstruction of existing drain and sewer systems in urbanised with over 200 EI (equivalent inhabitants).

Draft Regulation amending and supplementing Regulation No RD-02-20-8 of 2013 on the design, construction and operation of drain and sewer systems

The draft amends and supplements the main text of the existing Regulation No RD-02-20-8 of 2013 as follows:

- adds a new requirement to the main data to be collected and maintained by the water supply and sewerage operators in order to provide them with the design, construction and technical operation of drain and sewer systems;

- refines the requirements for defining the design values for the water volumes when determining the dimensions of drain and sewerage systems;

- brings the Regulation requirements in line with the DIN EN 1610 ‘Construction and testing of drain and sewer systems’ regarding trench widths during the laying of the pipelines;

- refines and clarifies the requirements in Annex 11 regarding the specific loads in the design of waste water treatment plants (WWTP);

- lays out the requirements for the design, construction and operation of deep sea discharges;

- alters the capacity requirement for WWTP which allows the mechanised processes to be replaced by manual ones, as well as providing facilities for washing the retained sand in the grit chamber;

- lays out the requirements related to the sustainable use of the natural resources in the design of drain and sewer systems and the use of recycled construction products and products intended for re-use;

- updates the regulation requirements with the those of the existing legislation and European standards;

- harmonises the individual requirements with the provisions of the Waters Act and the legislation for its implementation.
