The objectives of the notified draft text are twofold: to approve the mandatory procedure setting out the requirements for the temporary or definitive importation of equine animals and the steps to be followed in this regard; and to approve the mandatory procedure governing the activities of the Official Veterinary Service (SVO), and the requirements for the accreditation of quarantine facilities and units authorized to accommodate equine animals imported temporarily.

The above-mentioned procedures provide details concerning related legislation and the responsibilities of the SVO. They also establish definitions, describe modalities for importing equine animals, provide a guide to the import process and the registration process for importing companies and a description of the quarantine process, and set out the conditions to be met by quarantine facilities for imported equine animals.
