The Food and Drug Administration, Ministry of Health and Welfare, would like to propose labeling requirements for cosmetic products labeled with words like "medicinal," "medicine," "medicate," etc. In the draft regulation, the outer packaging or container of imported cosmetic products is required to be additionally labeled with the text "the product is cosmetic not having medical efficacy."
